The transition from a failed government to an effective government through pragmatic leadership, which believes in planning and measuring results, makes us wonder if the creation of the Compliance Unit (Delivery unit) would enable the activation of effective public management with a sense of urgency, aimed at reducing violence and poverty through the immediate priority: job creation; thereby reducing the risk of falling into traditional political voluntarism.

The main goal a Delivery unit is to guarantee citizens the results of compliance with the government program, agile and efficient management of bureaucratic obstacles of the state system in order to reduce “bottlenecks” that delay or block the achievement of the goals set by the election promise. The OECD recommends designing Compliance Units around four interrelated functions: 1) ensure the coherence of program management or planning of government actions by establishing specific goals and indicators for strategic axes and sectors, 2) coordinate government actions around the compliance process. decision-making based on real, timely and relevant information, 3) implementation of management monitoring of results that enables measuring progress in fulfilling agreed obligations and set times and, 4) implementation of accountability to citizens on the progress of the government program, which enables the rebuilding of trust between institutions and rulers from citizens.

These compliance units date back to 1993, when the Clinton administration created the center of government; Subsequently, in 2001, the United Kingdom created Delivery unit by Tony Blair. In Latin America, Colombia called it the Execution Unit, in Chile it was called the Presidential Compliance Management Unit, and in Ecuador we knew it as Government by Results (GPR), a tool that allows us to control the execution of government projects and plans. Each country shapes its Service Delivery Unit according to the leadership style of each head of government, which is influenced by various factors, such as the level of greater or lesser delegation, the experience and cohesion of the teams that support it, and the existence of support networks and trust among government members. According to the OECD, in Latin America the efficiency of the Compliance Unit plays a more active role in coordinating work plans that require whole-of-government responses, minimizing duplication or contradictions around multidimensional priorities, such as, for example, reducing public spending, security, employment, competitiveness and environmental sustainability.

President Nobo has indicated his intention to be re-elected in 2025, given the risk that our bureaucracy will prevent him from achieving the results, the Compliance Unit would enable him to achieve them. Governance for the benefit of citizens requires a new policy that turns compliance into custom and progress into reality. (OR)
