Provincial COE analyzed damage caused by alluvium in Guano; 70% of second order roads and 60% of the sewerage network affected

The mayor described the event as a tragedy and argued that the flood was generated by disrespect for the agricultural frontier.

The Chimborazo Provincial Emergency Operations Committee (COE) evaluated the damage caused by the alluvium that was registered last Saturday afternoon in the Guano canton after heavy rains, especially in the upper part of the Igualata hill, in the community. the Asacos of the San Isidro parish.

That caused the overflowing of different streams, such as San Sebastián, and the Guano River and caused damage to homes, streets, shops, drinking water, sewerage and sanitation network, sewage treatment plant, Los Elenes water park, power grid, two bridges, public transport and private goods.

In the balance of the damages, the COE detailed that there are 18 people affected and 91 affected, 8 families affected and 25 affected, 28 homes affected and 5 destroyed.

The victims are considered to be those who reside in houses with structural damage and additionally lost their means of sustainability, but who continue to spend the night in the same properties.

Meanwhile, the two public assets affected by the flood are the sewage treatment plant and the Los Elenes water park. There is also an affected bridge in the Espíritu Santo sector and another collapsed pass between Los Elenes and Santa Teresita.

It was also reported that according to the damage assessment, 70% of the second-order roads are affected, in addition to 60% of the sewerage and sanitation network. For now, the works for its rehabilitation are maintained.

This Monday the 13th the drinking water service was restored to 100%.

Likewise, 40% of commercial premises were reported within the affected area, losses of farm animals in the San Isidro de Patulú parish, Tutupala sector, in the same way there were 37 vehicles affected at the time of the flood that were dragged with the force of the rush of water.

Marín Pontón, governor of Chimborazo, reported that the provincial and cantonal COE work together with machinery and personnel from the municipalities of Guano and Riobamba, as well as the provincial government and the Ministry of Transportation and Public Works (MTOP) to clean the tracks. For now, the second-order roads within the canton remain closed while the cleaning work is carried out.

He indicated that the provincial COE of Chimborazo declares itself in permanent session to attend to the emergency in Guano, in addition that the face-to-face classes in the educational units that have approved the Comprehensive School Safety Plan (PISE) continue to be suspended until there is road access to the canton.

In dialogue with local media, the mayor of Guano, Raúl Cabrera, described the event as a tragedy and argued that the flood was generated by disrespect for the agricultural frontier.

“They are cultivating more than 3,800 meters high, this means that the mattresses that we have made of straw we no longer have and the rainwater falls easily and causes damage to more than 30 families, especially in the period of the ravine that we have in the past. Guano canton ”, he said and added three months ago the respective maintenance was given to the San Sebastián stream.

Restricted access

Among the resolutions, the provincial COE requested that the working group 2, made up of the National Police and Risk Management, make the evaluation and delimitation of the affected perimeter and establish restrictions in the zero zone to have controlled access.

Faced with the emergency, the Municipality suspended the cantonization festivities of the town. The tasks of attention to the emergency are expected to continue until the end of the year, said the mayor.(I)
