The suspect was driving a black truck with tinted windows on Malecon Simón Bolívar Street when he was stopped at the intersection of Clemente Ballén Street.
The police officers who discovered him transferred the driver to the Flagrancia Prosecutor of the Model Barracks, however, it was ruled out that the subject had a criminal record.
