Ukraine will not sign a settlement agreement with Russia without paying reparations from Moscow, said the country’s Deputy Minister of Justice Irina Mudra.
According to her, Kyiv, together with its partners, is working on a compensation mechanism that can be created within the framework of a multilateral international agreement and provide for the organization of a special commission and a compensation fund. The official did not specify the possible timing of their appearance, saying that legal grounds are currently being discussed, RBC reports.
Mudra said claims against Russia for compensation would be filed around the world, in different jurisdictions and in different courts, “wherever there are assets of the Russian Federation.” In her opinion, it will be “more profitable for the Russian side to have one platform” for resolving the issue of compensation, says the Deputy Head of the Ministry of Justice of Ukraine. Russia could become part of the compensation mechanism, but the condition for joining it was the filling of the compensation fund, she added.
In November 2022, the UN General Assembly adopted a resolution providing for the creation of an international mechanism for compensation for damage to Ukraine. The document was supported by 94 countries, 14 countries were against it, and 73 abstained.
