“Father’s” capital may be introduced in Russia

In Russia, the idea of introducing “father’s” or “large-children” capital is being discussed. The initiative was taken by members of the Commission on Demography, Protection of Family, Children and Traditional Values of the Public Chamber of the Russian Federation, the Izvestia newspaper writes.

The payment may amount to 1 million rubles. It is planned to be issued at the birth or adoption of a third and subsequent children in one family.

The authors of the idea explained that Russia currently has a problematic demographic situation, and if it continues like this, then by 2030 the country will lose more than 6 million people from natural decline. And they cannot be replaced by a migration influx. Members of the Demographics Commission propose to begin now to encourage families to have a second and subsequent children.

According to the head of the commission on demography, protection of family, children and traditional family values of the OP of the Russian Federation, Sergei Rybalchenko, the proposed “paternal” capital can be provided once. “Do not increase maternity capital after the birth of a third child, but make a separate payment,” he noted. Rybalchenko added that it is not necessary to call the payment paternal capital, it is just a proposal. “But in general, it can be called both maternal and paternal,” he noted

The commission also proposed expanding the possibilities of using maternity capital funds for large families to purchase a domestically produced family car or rent housing.
