Governor of St. Petersburg Alexander Beglov presented today for the first reading in the Legislative Assembly a draft budget for 2024, as well as the planning period for 2025 and 2026. According to the document, the annual increase in income in 2024-2026 should be 7-8%.
As Rosbalt was informed by the press service of the city administration, Beglov recalled that this year it was “strategically important to maintain the achieved height of 1 trillion rubles in income.” According to him, St. Petersburg coped with this task, despite sanctions, the departure of foreign companies, broken supply chains and other negative factors.
“For the next three years, our goal is to return to sustainable income growth,” the city’s mayor emphasized. According to his forecast, in 2024 the impact of negative factors on tax revenues, which had to be overcome in 2023, will be largely smoothed out, and the financial results of commodity exporters should stabilize.
According to Beglov, next year the average salary in the economy is planned to be above 100 thousand rubles – this will ensure an increase in personal income tax payments.
In general, according to the draft budget, in 2024 the revenues of the Northern capital will amount to 1 trillion 168 billion rubles, expenses – 1 trillion 298 billion rubles.
“The share of development expenditures in the 2024 budget exceeded 25%. Or 323 billion rubles. Just two years ago, this amount amounted to almost half of the entire city budget,” Beglov noted.
The governor recalled that in total, since 2019, almost a trillion rubles have been allocated for the development of the Northern capital. “It was these funds that allowed us to begin solving a number of long-standing problems that have accumulated over decades,” Beglov emphasized. — The city was able to begin the necessary reforms, which should significantly improve the quality of life of St. Petersburg residents. And city residents are already noticing the changes today.”
A big role in the development of St. Petersburg is given to transport infrastructure – it is planned to spend 48 billion rubles on it. In particular, in 2024, work will continue on the latitudinal highway of the Vitebsk interchange, and construction of the Bolshoi Smolensky Bridge will also begin. It is planned to spend 11 billion rubles annually on bringing roads into proper condition. Another 93 billion rubles have been allocated for the construction of the metro in the next three years.
In 2024, it is planned to build 40 schools and 52 kindergartens; 3.2 billion rubles have been allocated for this.
In the next three years, 9.6 billion rubles will be allocated for the construction and reconstruction of healthcare facilities, 79.3 billion rubles for the development of physical culture and sports, 6.8 billion rubles for the development of state information systems, 18 billion for the restoration of historical sites, 6 billion rubles.
In addition, as Alexander Beglov said, St. Petersburg provides all possible support to the participants of the special military operation and their families. 3 billion rubles were planned for one-time payments in 2024. Another 2 billion will be added to the second reading of the draft budget.
During his speech to the deputies, the governor also spoke about measures to resolve the housing issue of St. Petersburg combat veterans on the waiting list. “145 families of our fighters have already received housing,” he noted. — 423 families are on the housing register. 155 apartments will be provided by the end of 2023. In 2024, we plan to provide apartments to the remaining 268 families.”
Beglov also recalled that since June 1, 2023, a branch of the State Fund for Supporting Participants of the Northern Military District “Defenders of the Fatherland,” created on the initiative of the President of Russia, has been operating in the Northern capital. The governor said that more than 800 people are currently receiving social support from the regional branch. Over the 5 months of the Fund’s work, more than 3.5 thousand requests have been received, almost 90% of them have already been processed.
