The signing of the peace treaty with Peru and the entry into dollarization are two important and historic events achieved in an administration that lasted 17 months, even when Jamil Mahuad was elected president for 4 years.

The resolution of the territorial issue, which lasted more than a century, sealed in Brasilia 25 years ago and whose anniversary was celebrated last Thursday, was a historical milestone. Likewise, another important event took place in that government: the entry into dollarization, which has been in force for more than 23 and a half years, which ended the unstable period of permanent devaluation of the sucre and which created peace for the vast majority of Ecuadorians. The shocks that other countries like Colombia or Argentina experience on a daily basis have passed.

Although, like every ruler, he made a few mistakes, the most outstanding are the positive historical facts, to which two more were added: the contract with the US Government for access and use of facilities at the Manta base, managed by the FAE, for aerial anti-drug activities with the installation of FOL- a (Forward Operations Post), which successfully helped control the drug trade. An agreement that lasted for 10 years (1999-2009) and was liquidated by the administration of the civil revolution with ideological expressions of happiness, but which left the country completely helpless, without even a radar, although it later acquired some Chinese devices that served no purpose. . .and that they were fired.

There are consequences of violence that are still experienced today, and as the great patriot Francisco Huerta Montalvo predicted 14 years ago, if timely and urgent measures are not taken, there is a risk of the penetration of narcopolitics and the creation of a narco-state. . On the contrary, the presence of Colombian guerrillas on our territory is allowed (Angostura, March 2008). How right Huerta was. Another fact of that government for almost a year and a half is the creation of a bonus for human development, which has been maintained until today.

These good examples clearly show what the newly elected president can do in a year and a half…

Another good historical example of a transitional regime was the provisional government that ruled the country for almost eight months in 1966, after the dictatorship of the military quadriumvirate. Don Clemente Yerovi Indaburu was a great patriot (of whom today there are only corrupt politicians, ambitious for power), who had the courage to take power in difficult times. From the moment he came, he said that he had his suitcase ready to leave, with no interest in power, and that’s how he managed to stabilize the country in such a short period of time.

These good examples clearly show what the elected president can do in a year and a half, although today there are other conditions and more pressing problems.. With resilience, he has the opportunity to overcome, without improvisations, from the first day of his mandate and take actions and measures that the state requires in order to face urgent problems: insecurity, unemployment, economic and social crisis, health, education, social issues. security, political reforms. At least lay the groundwork for change, without delay or pause and without giving in to the pressures of powerful groups or famous politicians who seek impunity for their acts of corruption. (OR)
