The National Electoral Council (CNE) plans to present the credentials to the new members of the assembly on November 13, and to the presidential duo Daniel Noboa-Verónica Abad on the 15th of the same month. This, however, does not guarantee the date of the possession of the powers of these two functions of the state, due to procedural and legal gaps that become apparent after the application of crucifixion and need to be corrected.

Although elected representatives receive their credentials, they must submit a series of documents that allow them to take office before setting up their first session, which could take at least a week. But the most serious thing is the gaps in the Organic Law on the Legislative Function and the regulations for the employment of staff before the installation of the plenary session after the application of the death by the cross, which was first proclaimed in Ecuador on May 17.

After the dissolution of the National Assembly on that date, the technical and operational personnel who regularly managed the installation logistics of the Parliament were separated.

These are not minor issues if you consider that they can become a critical issue for the inauguration of even the President of the Republic elected on October 15, because according to the Constitution he must take the oath in the National Assembly.

Employment of technical staff is the authority of the National Assembly, but in order to sign work obligations, it must take office. There are a number of logistical tasks that need to be solved and in this context solutions need to be found.

The temporary administrator and the parliamentary secretariat staff will start meetings, separately, with the three national legislators with the most votes in that route.

Legal advice in this case is necessary to avoid falling into illegal activities and not to affect the normal development of democracy. After the possessions, important to the country, it is up to the legislature itself to review the shortcomings as evidenced by the death on the cross in Ecuador. (OR)
