A bill banning foreign citizens from working in schools, taxis and medical institutions has been submitted to the State Duma. The document is posted in the Duma database, TASS reports.
The project involves changes to the law “On the legal status of foreign citizens in the Russian Federation.” In particular, it is proposed to establish “a complete ban on the involvement of migrants in the most sensitive social spheres, in which the unskilled labor of foreign workers can cause more harm than good,” the explanatory note notes.
Thus, the initiative prohibits attracting migrants to work in the provision of medical services in institutions and organizations of health care systems, in the school education system, in the field of trade in medicines and to work in passenger taxis and freight trucking. The draft also proposes to limit the permissible share of foreign workers to 5% of the total number of employees for each type of economic activity.
Among other things, this “will make it possible to stop the increase in migrants in these sectors of the economy, providing additional jobs to citizens of the Russian Federation,” the authors of the project believe.
According to current standards, the Russian Federation, taking into account the regional characteristics of the labor market and the priority of employment of Russian citizens, can annually establish the permissible share of foreign workers in various sectors of the economy.
