A bill on the federal budget for 2024 and for the planning period of 2025 and 2026 has been sent to the State Duma. The order to introduce it was signed by Prime Minister Mikhail Mishustin, the press service of the Cabinet of Ministers clarified.
Officials approved the draft budget at a government meeting on September 22. It is noted that when forming the draft of the new three-year budget, the government traditionally proceeded from the need to fulfill social obligations to citizens and solve the problems outlined by the president.
One of the priorities of the projects is to support pregnant women and families with children. Thus, 4.4 trillion rubles are provided for the payment of a single benefit for 2024–2026. About 1.6 trillion rubles are planned for the provision of maternal capital, more than 482 billion rubles for programs to improve housing provision for families with children. The draft budget provides for over 100 billion rubles to support citizens who find themselves in difficult life situations under the social contract program.
The budget also plans funds for hot meals for schoolchildren, payments to class teachers, major repairs and construction of new educational institutions, drug provision for beneficiaries, and social gasification.
It is noted that the draft budget was compiled on the basis of the basic version of the socio-economic development forecast and implies a transition to strong economic growth in 2024 at a level above 2%. Thus, revenues in 2024 will amount to 35 trillion rubles, in 2025 – 33.5 trillion rubles, in 2026 – 34.1 trillion rubles. Federal budget expenditures in 2024 are planned at 36.6 trillion rubles, 34.4 trillion rubles in 2025, 35.6 trillion rubles in 2026.
It is expected that the budget deficit in 2025 will decrease to 900 billion rubles, and in 2026 it will increase to 1.5 trillion rubles.
