The government of President Guillermo Lasso is about to end as a result of his decision to dissolve the National Assembly after failing in his strategy of “meeting” other functions of the state. Then a particularly important period of democratic transition will begin.

We have little memory of the orderly transitions that high-level democracy requires. A transition is any time interval that extends between one regime and another with different phases, such as preparation, establishment and the beginning of process consolidation.

Preparations for the transition must take place through the appointment of multi-thematic commissions by the new and outgoing governments so that they can organize the delivery of information. These commissions must have technical leaders appointed directly by the presidents.

The establishment of the transition corresponds to the beginning of the delivery of information between the appointed commissions based on the report of the Economic Front, which allows the person entering to know the exact economic reality, income and expenses, and budget obligations. The dramatic security situation in the country mandates a special transition group in this matter so that critical information can be transmitted in detail, which includes all information about the acquisition of equipment, agreements with friendly or allied countries, the geographical location of areas of greater difficulty, etc.

In terms of importance, the commissions for the exchange of health information (in which the IESS must participate) and of course those of public companies in strategic areas of the state, which have caused so many headaches, cannot be left behind. All meetings of other government departments will be important, such as public works, environment, housing, education, etc.

The transition process must be consolidated by meetings between the outgoing and future presidents and by receiving the offices of each of the incoming and outgoing ministers and managers so that they can present the working teams of career officials.

Of course, the transition also implies that whoever is elected president must first deal with other functions of the state in order to determine the plan of the common strategic interests of the country, such as security, among other fundamental issues that are pending, such as legal reforms ., budget judiciary etc.

The success or failure of the first semester of the new government largely depends on a good transition process. For those who come that first semester, it is practically half of the term, so it is important that the transition is complete and early. We must all promote this process; Many will think I am delusional, but at least allow me to think for once that Ecuador will be above particular interests or political agendas.
