The signing of six emergency decrees – so far in 2023 – due to serious internal unrest (only one of which is not related to insecurity on the streets and in prisons) has been an immediate patch for criminals to overcome. Which people can carry weapons in Ecuador, what are the conditions for them to be able to do so?

There has been much discussion since April 2nd, when President Guillermo Lasso announced it, although he himself spoke about the conditions that would allow a civilian to bear arms. This reactivated the possibility that was banned in 2009, during the mandate of Rafael Correa.

The most important thing is that the authorization to carry weapons is issued rigorously. That a person is over 25 years old is only one of the conditions for application.

The Ministries of Health and National Defense have a huge responsibility in registering and permitting the carrying of weapons. The former must issue a certificate of psychological testing to the interested party, and the latter of skill in handling and using weapons.

What consequences could be caused by the carrying of weapons by civil society in Ecuador?

In addition, a civilian applying for a permit to carry a weapon will pass a toxicology test and must not have a criminal record.

The Las decree prohibits the production, registration and possession of artisanal weapons.

Whether it is appropriate in the fight against crime, drug trafficking and organized crime that civilians can carry weapons, even with clear rules, is a debate that will continue, but this should not deter citizens from demanding that the authorities have total transparency and accountability in issuing permits.
