The EU admitted that it was not possible to “impose the Ukrainian agenda” on all countries

Countries in the Global South are “insufficiently condemning” the military conflict in Ukraine. This opinion was expressed by the head of European diplomacy, Josep Borrell.

In his opinion, for many countries outside the European Union, the conflict in Ukraine looks “like a simple border dispute between a large country and its smaller neighbor.” And many are not ready to go beyond simply condemning these events. “They don’t want Ukraine to dominate the world agenda,” Borrell emphasized, as quoted by Kommersant.

He also condemned the position of Russia and China. “We Europeans continue to respond based on the worldview enshrined in the Universal Declaration of Human Rights. However, China and Russia dispute the universal nature of these rights, and many countries in the so-called Global South are receptive to this approach,” admitted the head of European diplomacy.

In his opinion, the new multipolarity leads to a lack of international consensus on almost all issues. As a result, fragmentation will lead to huge economic costs and reduce incentives for cooperation on global issues such as climate, Borrell warned.

He deplored the world’s unwillingness to play by the rules. Developing countries in the Global South are looking for an “alternative to the West.” The “new multipolarity” is the result of a combination of three dynamics: the wider distribution of wealth in the world, the willingness of countries to assert themselves strategically and ideologically, and the emergence of “an increasingly transactional international system based on bilateral deals rather than global rules,” Borrell noted. In his words, “in Latin America, Africa, the Middle East and North Africa and, of course, Asia, almost everyone now thinks that there are credible alternatives to the West.”
