The criminal case on bribes against the ex-governor of the Penza region Ivan Belozertsev and businessman Boris Shpigel is connected, in particular, with the provision of competitive advantages at auctions aimed at combating coronavirus. This was reported to TASS by the head of the Main Directorate of Economic Security and Combating Corruption (GUEBiPK) of the Ministry of Internal Affairs of Russia, Police Lieutenant General Andrei Kurnosenko.
During the investigation, it was established that the defendants in the case – the chairman of the board of directors of the pharmaceutical holding Biotek Boris Shpigel and his wife Evgenia, as well as the director of OJSC Pharmacy Anton Koloskov had transferred bribes to Belozertsev in the form of a Mercedes Benz V250D 4 MATIC car worth more than 5 million rubles, formally leased by Biotek LLC, Breguet watches worth at least 5 million rubles, and large sums of money. This was a “payment” for ensuring a competitive advantage in holding auctions for the provision of services to medical institutions in the region, including in the fight against covid.
The bribery case in the Penza region was initiated in March 2021, all of his defendants were arrested. In addition to the above persons, the driver of Ivan Belozertsev, Gennady Markov, and the brother of the wife of the ex-governor, deputy director of the budgetary institution of the regional government, Fedor Fedotov, are involved in the case (part 4 of article 291.1 of the Criminal Code of the Russian Federation “Mediation in giving a bribe”). According to the Investigative Committee of the Russian Federation, the total amount of bribes that Belozertsev received amounted to more than 31 million rubles.
