The discussed introduction of a protective duty on the export of petroleum products will only temporarily help alleviate the problem of shortage of petroleum products, the head of Gazprom Neft, Alexander Dyukov, expressed his opinion on the sidelines of the Industrial and Energy Forum in Tyumen.
As RBC reports, according to Dyukov, the discussed measure can indeed reduce prices and lead to surpluses in the domestic market, but in the future it can lead to a shortage in the motor fuel market. This will happen if this measure is not properly calculated. As Dyukov believes, a sharp increase in the duty may affect the reduction in the efficiency of oil refineries in Russia, and therefore the volume of oil refining will decrease.
Meanwhile, at a meeting with Deputy Prime Minister Alexander Novak on September 15, which was attended by representatives of the Ministry of Finance and the Ministry of Energy, an increase in the export duty by up to $250 per ton for all petroleum products was discussed as one of the possible measures to stabilize the fuel market.
Over the past two days, the drop in exchange prices for gasoline amounted to 7% “only due to rumors about measures on the fuel market,” while a decrease in exchange prices for diesel fuel has also been observed, First Deputy Minister of Energy Pavel Sorokin said during a plenary meeting of the State Duma on September 20.
