National Assembly begins impeachment against the Superintendent of Companies, Víctor Anchundia

The plenary session of the National Assembly, this December 8, began the process of the impeachment against the Superintendent of Companies, Víctor Anchundia, accused by legislators Ricardo Vanegas (Pachakutik) and Luis Almeida (PSC) for failure to perform functions in the absence of control over the operation of insurance companies in public procurement processes.

The report of the Inspection Commission recommended the start of the trial and dismissal of the official because he could not dismiss the accusations.

Vanegas, in his presentation to the plenary session, pointed out that there is abundant documentary and testimonial evidence that shows that the damage of $ 990 million to the Social Security Institute of the National Police (Isspol) has been produced by lack of control by superintendent Anchundia .

That in the framework, which originates in 2014, several government ministers have participated directly and indirectly, all of whom have been directors of Isspol since 2013, brokerage houses and insurance companies, he said.

The report recommends that the documentation be forwarded to the State Attorney General’s Office, so that it may analyze and incorporate it as a contribution to the inquiries and open investigations related to the Isspol case.

In addition, that the officials who are members of the various Isspol boards and their participation in the decision-making that led to the damage to said institution be investigated; in the same way, that within the scope of its competences it collects as a contribution the documentation described in the impeachment process, so that in the case of finding signs of responsibility, it initiates ex officio the legal procedures that it requires, evaluating what has been contributed in the corporate sphere. , securities and insurance.

Also, that the report be sent to the Financial and Economic Analysis Unit (UAFE) in order to contribute to the follow-up of the Isspol’s money route and the indications that it finds necessary in its configuration.

New trial

The Audit Commission, this December 8, heard and qualified the impeachment filed against the Superintendent of Banks, Ruth Arregui, accused by the legislator Darwin Pereira, of the Pachakutik bench, for non-compliance with his duties.

There are eight accusations filed against the official, including the lack of control in the case related to the illegal capture of money in the city of Quevedo, Los Ríos province, known as Big Money, whose main protagonist is Miguel Ángel Nazareno Castle o Don Naza. The illegal money-raising business offered its clients a return of 90% interest within seven days.

All this activity, according to the interpellant legislator, was carried out in the inert view of the authorities such as the Superintendency of Banks, until June 30, 2021, when the Prosecutor’s Office proceeded to search several properties related to the case.

The other accusations refer to the lack of control of unauthorized financial activities, debt renegotiation, claims and complaints of computer fraud, payments for cooperation agreements, lack of control of activities of the financial system, and the absence of client advocates. (I)
