Traffic has not decreased with the application of the new measures in the capital, according to the AMT
This Wednesday, December 8, the first month of the application of sanctions for the vehicle restriction plan “Pico y Placa” in the capital. The measure has been in force since November 1, however no sanctions were applied until November 8.
The Metropolitan Transit Agency (AMT) reported that in this period 2,873 drivers have violated the restriction law.
The traffic limitation hours are from 05:00 to 10:00 and from 16:00 to 21:00, Monday through Friday, according to the last digit on the plate.
The fines for violating the measure are $ 60 the first time, $ 100 the second and $ 200 if the driver relapses for the third time.
Cecilia Vivanco, Head of the AMT operations unit said that the balance is normal compared to previous months, “although in the In the first week there were the majority of those punished, it was diminishing as the days went by ”, he added.
However, the municipal official stated that traffic has not decreased. “We hoped that with this vehicle restriction measure reduce traffic in the city by at least 20%, but you can say that we do not have the statistics that were desired at the beginning, in relation to vehicular traffic ”, he argued.
From the transit entity they stated that will issue recommendations to the Ministry of Mobility to opt for better options. But, they assured that Going back to the “Today does not circulate” plan is not the solution, since the restriction forces the issuance of safe-conduct and allows greater freedom of mobility.
The Pico y Placa only allows the elderly, disabled or electric vehicles to move freely.
Hours and limits
One of the biggest complaints from drivers has been the schedule of the application of the measure. The restriction hours are from 05:00 to 10:00 and from 16:00 to 21:00.
The drivers’ complaint maintains that at first hours of the day do not have security to leave the vehicle in the parking lots arranged at the ends of the city, even sometimes it is difficult to find public transport.
The limits and perimeters of the Pico y Placa in the city of Quito are:
Sector | |
---|---|
North | Calle de los Narcisos (unrestricted road), intersection with av. Córdova Galarza (roundabout in the Higher Police School sector), which later merges with Av. Simón Bolívar (round of the Villorita bridge). |

It is | Av. Simón Bolívar (unrestricted road). |
West | Av. Mariscal Sucre (with restriction) until it merges with Av. Córdova Galarza towards Calle de los Narcisos (unrestricted roads). |
Given this, the AMT reported that they analyze a possible flexibility in the schedule, taking into account that the peak traffic hour is from 07:00 until 09:30. However, the decision will be made by the Ministry of Mobility.
