Quito Council approved the Municipality’s budget for 2022, which will be $ 830 million

With 2 abstentions and 16 votes in favor, the councilors gave way to the ordinance that regulates the destination of municipal funds.

With the abstention of two councilors (Blanca Paucar and Luis Reina, from the Citizen Revolution) and 16 votes in favor approved this Tuesday, December 7, the ordinance that establishes the Budget of the Municipality of Quito for 2022. The item available to the municipality it will be $ 830.96 million.

These items are divided into $ 152.74 million destined for the Quito Metro and $ 678.22 million for the Capital Municipality.

The councilors who voted in favor were Amparito Narváez (Ecuadorian Union), Analía Ledesma (ID), Bernardo Abad (ID), Brith Vaca (Independent), Eduardo del Pozo (CREO), Gissela Chalá (RC), Juan Carlos Fiallo (RC), Juan Manuel Carrión ( Concertación), Luz Elena Coloma (CREO), Marco Collaguazo (Ecuadorian Union), Mónica Sandoval (RC), Omar Cevallos (Concertación), Orlando Núñez (Independent), René Bedón (Ecuadorian Union), Víctor de la Cadena (substitute for Fernando Morales, of Concertación) and Mayor Santiago Guarderas.

Eduardo del Pozo, President of the Budget Commission, reported that once the 2021 budget execution reports were issued, prepared by each municipal entity, a readjustment for the following year with a carry-over of about $ 91 million. “Of these, $ 75 million will be used for investment expenses,” said the councilor.

In addition, he informed that the Company of Mobility and Public Works (Epmmop) will have an increase, reaching a budget of $ 97 million, to allow the execution of projects such as Quito Campus, the first phase of the Labrador-Carapungo corridor and intervention in areas bordering the Quito Metro with a package of 90 kilometers of tracks.

Freddy Erazo, general administrator of the municipality, indicated that after the announcement made by President Guillermo Lasso, to commit $ 150 million in the Quito Metro, when these values ​​are assigned the capital You will be able to regain debt capacity.

“This opens up possibilities for us and we will notify the Council once the documents are duly signed and we can show them the real data,” he added.

The sector mobility will have the most important item, with 25.35% of the budget, with a value of $ 210′649.247,53. This, without taking into account the allocated value of the Quito Metro, which has 18.38%.

Councilor Analía Ledesma (ID) reported that the budget includes $ 20 million as current income what refers to traffic fines, photo fines and radars. “This clearly means that the Municipality knows that its citizens are stubborn offenders, considering that the fine is 30% of the basic salary ($ 120) then we hope that there will be at least 167,000 offenders a year, This means 457 offenders a day, so I wonder: does the Municipality seeks to prevent excess speed on its roads or do you need more offenders? ”he asked.

For his part, the councilor Luis Reina (RC) said that it would seem enough to allocate $ 4 million for expropriations, But he said he was concerned about only covering the existing ones and not taking into account the new expropriations that will arise in the future. As an example he cited recovery of the house of Manuelita Sáenz and the Alfredo Pérez Guerrero Educational Unit, from San José de Minas.

Blanca Paucar (RC) requested information on the payment for the expropriation from the Rodríguez family, a property that was at non-mitigable risk. “This debt of the Municipality towards these people is $ 148,774.71 I do not know if from Risks they do not contemplate or if they will leave people helpless again total ”, he claimed.

Given this, Freddy Erazo explained that the budget for expropriations has also been divided into the different municipal entities that have ongoing processes.
