I write this article with great concern for the future of Ecuador, after the assassination of the candidate Fernando Villavicencio, but, at the same time, with the hope that its content promotes to the new ruler – who will be elected in October – the need to establish as a policy the Mining of Artificial Intelligence (MIA ) is publicly available with the aim of maintaining and attracting domestic and foreign talent, literacy of citizens in MIA, improvement of public and private education, creation of opportunities for youth and implementation of digital governments (central and local) to make Ecuador more productive and advanced in the medium term.
The Mining Artificial Intelligence (MIA) public policy must coordinate actions between central and local governments, academia, companies and citizens, setting the conditions for sharing public databases (INEC and other government institutions) for research and development in Ecuador.
Data should be shared and digitally centralized; Therefore, when quality public services are offered, digital highways do not transport people, but data. Estonia is an example of the use of digital mining, offering 99% of government services and 98% of medical prescriptions online.
The first edition of the recently published study of the Latin American Index on Artificial Intelligence (ILIA) shows us the state of artificial intelligence in the Latin American and Caribbean region. Of the 12 countries rated for data management, the results are: Ecuador (10), Chile (1) and Brazil (2); scores: 22, 73 and 65, respectively.

We can create artificial intelligence zones (ZIAs) with high internet bandwidth for the best schools, colleges and universities in the country, which conduct international training and teaching programs in artificial intelligence. These ZIAs can also be established in industrial, urban or rural areas, as long as they have access to public transport and connectivity.
Postgraduate degrees in artificial intelligence are currently offered at various universities in the country, but education and training can be offered at the technical career level, and even at the entry level in K-12, in the following technology skills propositions: Machine learning, blockchain, data structures, neural networks, convolutional neural networks, deep learning, large language models, reinforcement learning, natural language processing, computer vision, image processing, robotics, pattern recognition, perimeter security, industrial and building security.
I recommend the creation of a Ministry of Artificial Intelligence -self-sustaining-, in order to urgently implement the MIA revolution and reduce the knowledge gap of the population; In addition, with public-private contribution, create a fund for scholarships at the best international universities for our young talents, which will be paid with at least seven years of work in the state or company and with the creation of new AI companies that generate employment.
