Our Constitution, as part of the primary purposes of the state, establishes the guarantee of the right to a culture of peace and comprehensive security through integrated policies and actions, ensuring the peaceful coexistence of people, promoting a culture of peace and preventing forms of violence and discrimination, as well as committing crimes and crimes.

But I think that one of the best messages that the constituents left behind in terms of certainty is that the planning and implementation of security policies will be entrusted to specialized bodies at different levels of government; And that was one of the huge shortcomings that we have had in recent years, because public policies on security have not been built, even less with the inter-institutional participation of all actors from different levels of government, such as the central government with the police and the armed forces, by the Office, including the Jastras, themselves from the Administrative Council, the Constitutional Council, the Constitutional Council, the Constitutional Council, the Administrative Council, in the Administrative Council, in the Administrative Council, in the Administrative Council, in the Administrative Council, in the Administrative Council will, in the Constitutional Council, in the Administrative Council, in the Administrative Council, in the Administrative Council, in the Administrative Council.

One of the biggest mistakes in the constitutional text on security, ostensibly to protect sovereignty, was the ban on the establishment of foreign military bases for the purpose of security cooperation, such as the Manta base. Today we regret that decision when we see that sovereignty has been taken over by national and international organized crime.

Another constitutive error was centralism in matters of security. To give just two examples, the central government has exclusive powers over national defense, internal security and public order, and alien registration and immigration control, when these tasks—such as internal security and immigration control—can be shared with local governments for greater efficiency. And I continue, the president is the only highest authority of the Armed Forces and the National Police, whereby the Armed Forces have the basic task of defending sovereignty and territorial integrity, and the Police have the task of taking care of citizens’ safety and public order. One of the most anticipated constitutional reforms is precisely the integration of participation in internal security into the mission of the Armed Forces.

But without the mentioned reform, the armed forces naturally have huge responsibilities and in the current context, for example, their mission must be to control the border in the north and the south; strict immigration control at the borders in cooperation with the immigration police; control of secret airfields and control of the sea to prevent our country from being a maritime logistics distribution center for prohibited substances, also recalling that the constitution states that foreigners cannot acquire land or concessions under any title in security areas (beaches) or in protected areas. All this requires a decision, not excuses. There is no more room for error. (OR)
