The Commission delivered a report on the prison crisis to the IACHR, a body that hopes to carry out more follow-up visits due to the prison crisis.
Ante la Comprehensive Security Commission of the National Assembly, the Executive Secretary of the IACHR, Tania Reneaum, spoke of the abandonment of the country’s prison system and the social rehabilitation system.
At the beginning of the session, of the Commission, the members delivered to the commissioner the investigation report on the actions of public officials from different functions of the State in relation to the prison crisis in the country.
In a brief intervention, Reneaum indicated that they are grateful for the report that is going to be delivered, because it has two characteristics: it shows a Legislative that makes a counterweight and calls the authorities to appear; and to a group of assembly members who are willing to dialogue and provide solutions.
“These are days of many interviews, many meetings, just to be able to have a photograph in place, of the events that describe us over and over again, based on structural elements that we are listening to, based on what different State authorities tell us. They count, as the abandonment of the penitentiary system and the abandonment of the constitutional and human rights objective, which is rehabilitation. I think we have to reflect on the functions of the penal system and on the functions of criminal policy, ”Reneaum said..
“It is essential to establish a window of continuous and permanent dialogue with the State”, said the IACHR secretary, adding that she hopes that this will be a visit of several, that a route of cooperation and follow-up can be established on the recommendations they make.

Reneaum pointed out that the delegation that has arrived in Ecuador has been divided to cover the entire agenda, in order to listen to people deprived of liberty, and added: “It would seem that we are getting used to cold numbers, there are not only 300 people killed, there are several families that are affected in a perimeter way. Only by understanding this approach will we understand that there are much more victims “.
Reneaum ended his introductory speech by stating that they hope to have a second session with this legislative commission, after they have studied the report prepared by it on the prison system.
The President of the Commission, Ramiro Narváez, told the secretary: “After several months of investigation, we do not know how the weapons enter these spaces, the responsible authorities have not been able to give us an answer,” and that one of the problems detected during their investigation is that the security of the Prisons do not have the necessary elements to defend themselves and are outnumbered by the number of people deprived of liberty.
