Speakers of the State Duma and the Federation Council will be able to make decisions on restrictions on the exit of deputies and senators from Russia, respectively, if they are aware of information of particular importance or top secret information. According to Vedomosti, the relevant amendments were developed by State Duma deputy Anatoly Vyborny. They were submitted for the second reading of the bill, which prescribes changes to the laws on the procedure for leaving and entering Russia and the law on state secrets.

The amendment provides for a decision to restrict the right to leave Russia of senators and deputies who are aware of information of particular importance or top secret information. Such decisions can be made in the regions as well.

In addition, the decision to restrict the right to leave the country of judges of federal courts of general jurisdiction and federal arbitration courts who are aware of information of particular importance or top secret information is made in connection with the provision approved by the judicial department at the Supreme Court in agreement with the presidium of the Council of Judges of Russia.

It is expected that the second reading of the bill will take place on July 18.

The main goal of the bill is “to prevent the leakage of secret information, and it doesn’t matter from whom such leaks can occur,” the author of the draft said, emphasizing that “measures will be taken only against a limited number of deputies.”
