Ukraine welcomes the US decision to transfer cluster munitions to it, has the right to self-defense in accordance with the UN Charter and promises to comply with all international humanitarian conventions that it has signed and ratified, Defense Minister Oleksiy Reznikov said on his social media page.
According to him, cluster munitions will help Kyiv “de-occupy” the territories, while saving the lives of Ukrainian soldiers.
The minister also listed five principles for the use of cluster munitions by the Armed Forces of Ukraine, which, according to him, Ukraine has notified its partners, including Washington.
According to Reznikov, Ukraine intends to use cluster munitions only for “de-occupation”. “On the officially recognized territory of Russia,” they will not be applied, the minister stressed.
Also, cluster munitions will not be used in urban areas. Kyiv intends to use them only in places of concentration of Russian military equipment. The Ukrainian authorities will keep “strict records” of the areas in which cluster munitions are used. Areas where such projectiles have been used will later be prioritized for demining. The Ministry of Defense of Ukraine promises to prepare an appropriate legal framework for this.
Finally, Kyiv will educate its partners on the use of cluster munitions and their effectiveness “to ensure an appropriate standard of transparent reporting and control.”
