The Russian authorities do not yet have a clear position on the issue of legislative regulation of the activities of PMCs and the definition of their legal status. However, there is now “some discussion” about this. It is reported by RBC with reference to the press secretary of the President of the Russian Federation Dmitry Peskov.
Even earlier, President Vladimir Putin said that the status of private military companies and volunteer units must be brought into line with the law. On June 25, Andrei Kartapolov, chairman of the State Duma Committee on Defense, said that the deputies were working on this issue.
The deputy clarified that the relevant document should answer questions about what a PMC is, what is its role in the military organization of the state, what is its functionality in peacetime, in a “threatened” period and in wartime, about social guarantees for employees, etc.
Speaking about whether Russia is considering replacing the Wagner PMC forces in the CAR with other forces, Peskov said that Moscow will continue to cooperate with Bangui at the state level.
