The Office of the Special Representative of the UN Secretary-General for Children and Armed Conflict, in a 2022 report on the subject, listed “parties that commit grave violations against children in situations of armed conflict” as “the Russian armed forces and associated groups.” It is reported by TASS.

The document, according to the agency, contains accusations against the Russian armed forces and armed groups associated with them, as well as the Ukrainian armed forces in actions that led to the death and injury of children, primarily as a result of the use of explosive weapons and a large area of destruction, kidnapping children and using them as human shields and for intelligence gathering, attacks on schools and hospitals and the use of these institutions for military purposes.

According to the report, the Russian armed forces and associated groups are allegedly involved in more such violations.

The report also called on the Ukrainian Armed Forces to “adhere to their obligations under international humanitarian law, and to take immediate action to protect children, prevent attacks against schools and hospitals, stop their use for military purposes, and prevent children from being used to collect intelligence data.”

Special Representative of the UN Secretary-General for Children and Armed Conflict, Victoria Gamba, assured that she would be attentive to this situation.

Earlier, Russian President Vladimir Putin said that “children are a sacred cause.” According to him, Russian representatives “took them out of the conflict zone, saving their lives and health – that’s what happened.” Putin assured that “no one was going to separate anyone, no children from their families, they took out entire orphanages absolutely legally, because the leaders of orphanages were their legal representatives.”

The Ministry of Defense of the Russian Federation has also repeatedly stated that strikes are carried out with high-precision weapons at military facilities.
