To resolve the conflict in Ukraine, negotiations must be held between Russia and the EU, Russia and NATO, Russia and the United States. This is stated in the draft plan for a settlement in Ukraine, prepared by representatives of African countries. The Reuters agency has familiarized with the corresponding document.

According to the plan, to advance negotiations, African countries may offer to suspend some sanctions against Russia, as well as the ICC warrant in The Hague against Russian President Vladimir Putin. Then, as noted in the plan, after the start of negotiations, a ceasefire may be introduced and weapons withdrawn.

At the first stage of negotiations, African countries may offer Russia to remove tactical nuclear weapons from Belarus and other “confidence-building measures.” And to speed up negotiations, African countries may offer to withdraw Russian troops from Ukrainian territories. During the talks, the authors of the initiative proposed to pay attention to the following topics: the deployment of tactical nuclear weapons, control of biological weapons, the signing of a new treaty on the armed forces of Europe.

As stated earlier by the representative of the President of South Africa Vincent Magvenya, the African mission proposes first of all to stop the hostilities, but not to withdraw Russian troops.
