The government and the Verkhovna Rada of Ukraine will adopt a law on liability for men who illegally left the country during the conflict with Russia, said the head of the Ukrainian Ministry of Internal Affairs Igor Klymenko.
According to RBC, the minister admitted that the state “will do everything to remind every citizen what he did” during the conflict. According to him, the rules and restrictions have already been established, the law will “provide for measures on how to deal with citizens who have already violated the law once.” To do this, Kyiv will study international experience in such situations. According to the minister, the men who left may be further restricted from traveling abroad.
Klymenko noted that Ukrainian security forces daily detain men who are trying to leave the country with forged documents. The authorities are trying to re-equip the border with the help of heat traps and video cameras in order to complicate its illegal crossing.
After Russia launched a military operation, the Ukrainian authorities imposed martial law and announced general mobilization. The martial law regime in early May was extended for the fifth time, until mid-August this year. At the time of mobilization, the departure of men of military age from Ukraine is prohibited.
