The raid on the Santo Domingo prefectural facilities was derived from an investigation carried out by Assemblyman Ricardo Vanegas (Pachakutik), who received a citizen complaint from a former prefectural official last August.
According to Vanegas, the investigation determines an alleged embezzlement on the part of the prefect of that province, Johanna Núñez, for an alleged use and exploitation of machinery contracted by the prefecture for the benefit of the improvement of a plot of land owned by the company Willfam SA , in which the prefect’s husband and their children are shareholders.
The national legislator said that he requested the direct intervention of the State Attorney General’s Office, Diana Salazar, because “that fact constitutes pure embezzlement, because you cannot build or rebuild a road, and with the material that comes out, fill a land that belongs to the authority or his family, therefore, is benefiting from the work and there is a diversion of money, “he said.
On November 23, the prosecutor of Pichincha Alberto Santillán, led the search operation at the headquarters of the Tsáchila Prefecture and other properties, they searched for indications related to an alleged crime of embezzlement in a contract for a road work in that province. The address of the prefect of Santo Domingo, Johanna Núñez, was also intervened.

Vanegas commented that he requested information on the eviction of the excavation surplus from the Santo Domingo – Quito highway expansion, from the Santo Domingo prefecture and from the public company EPCO Tsáchilas, but did not obtain clear answers.
It also requested the Ministry of Transportation and Public Works to present the studies they supported for the pre-feasibility of the road widening project, indicating the place established for the removal of the excavation surplus.
Given the lack of information on the requirements, they made a request for an urgent act to the State Attorney General’s Office, for which the raid carried out on November 23, had the objective of obtaining all the documents and digital files that constitute elements of conviction for the realization of the criminal proceeding against the prefect Núñez.
Vanegas said that apparently the prefect of Santo Domingo once he won the elections acquired a company together with his wife and son, and they acquired several land that needed to be filled, and that near the property the prefect carried out a project of repaving of the Santo Domingo-Quito road, and apparently the material that was removed from the road was deposited on the land purchased by the current prefect’s family company.
He indicated that he handed over to the Prosecutor’s Office all the documentation that he could collect, such as the work contracts, the inspection, the adjudication and information sent by the Superintendency of Companies and asked that action be taken, because it no longer corresponds to the National Assembly, because they cannot enter to analyze the issue of popularly elected officials such as prefects, but within the audit work it is possible to investigate and deliver the results to the Prosecutor’s Office for action.
