The exchange of tax information between Russia and foreign countries is now difficult, however, it is accompanied by “surprises” when the behavior of states does not correspond to their status of “friendly” or “unfriendly”. According to RBC, this statement was made by the head of the transfer pricing department of the Federal Tax Service Alexandra Kadet.
So, according to her, with some “unfriendly” countries, with which, it would seem, there is no exchange of relevant information, it is all there. And there are countries that “seem to be friendly,” but they were silent for some period, Cadet said.
In her opinion, such behavior of “friendly” states may be caused by “fear of secondary sanctions.”
The representative of the Federal Tax Service added that today the majority of countries that stopped responding to requests from the Russian side without warning. Cadet pointed out that with those countries with which the exchange has been preserved, it is stable, and the answer to the request comes quickly.
“And some countries, for example, China, on the contrary, have now decided to ask us questions,” Cadet said.
Let us add that in February of this year, Russia was included in the so-called black list of non-cooperative jurisdictions. This is a list of countries that do not cooperate with the EU on tax matters.
Since 2017, Russia has been participating in the international system for the automatic exchange of tax information under the auspices of the Organization for Economic Cooperation and Development. According to the OECD, 104 jurisdictions have activated agreements on the transfer of information on foreign accounts of Russians to the Federal Tax Service. The Federal Tax Service also has another list – countries that do not exchange financial information with Russia, now it includes 105 jurisdictions.
