Fines for violation of traffic rules by drivers of electric scooters should be increased at least 10 times from the current 1.5 thousand rubles, Artem Sheikin, a member of the Constitutional Committee of the Federation Council, said. It is reported by RIA Novosti.
“Now the maximum amount that will need to be paid for a violation is no more than 1,500 rubles – perhaps for the situation in 2007, when this amount was established, this was enough, but now it needs to be increased at least 10 times,” he said.
The senator explained that for this it is necessary to make changes “to Articles 12.29-12.30 of the Code of Administrative Offenses, highlighting the responsibility for drivers of individual mobility in terms of increasing fines.” “The legal regulation of electric scooters needs to be improved in terms of increasing liability for offenses,” Sheikin emphasized.
The Supreme Court recognized electric scooters as a vehicle in March last year. In October, the government approved changes to the traffic rules and assigned them, as well as electric skateboards, hoverboards, segways, unicycles and other similar devices, the status of personal mobility devices; they have a maximum speed limit of 25 km/h.
In April, the Ministry of Internal Affairs stated that the road network was basically not ready for the appearance of electric scooters. They specified that in 2022, 941 accidents with electric scooters occurred in Russia, which is 40% more than a year earlier. As a result, 19 people died, including two minors.
