This was affirmed by the former Minister of Government and former legislator José Serrano, who asked to be received in the Oversight Commission within the impeachment process against the Superintendent of Companies, Víctor Anchundia, for breach of functions in the control of investment operations of the Isspol resources, causing an affectation that would exceed $ 900 million.
Serrano spoke of half-truths those pointed out by former minister Romo, when she appeared last week at the inspection table, as she argued that more than that embezzlement that is being investigated not only in Ecuador, but also in the United States, has been committed a second crime that has been tried to hide, and that is embezzlement when the 2030, 2035, 2040 bond repurchase was authorized and they were exchanged with 2024, 2026, 2028 and 2029, he said.
He clarified that what Romo pointed out is not true, that Isspol is only administered by police officers and that its board of directors exclusively represents the passive and active service of the police; the truth is that the Board of Directors of Isspol, since October 21, 2016, is chaired by the Minister of Government.
Serrano delivered to the control table a document dated August 14, 2020, which, according to the former official, was deliberately hidden to hide the true responsibilities of those who carried out investment operations since 2014, with the largest investments being the were carried out between September 2018 and January 2020, for about $ 155 million. That in that document is the “bond purchase agreement,” he said.
He stated that this document also includes the operations, the investment amounts and the names of those responsible who approved operations for about $ 83 million, without contracts.
The former Minister of Government José Serrano also delivered to the table the minutes of the meeting of the Board of Directors of Isspol of July 27, 2020. He said that the responsibility for the renegotiation of the bonds falls on the former minister Romo, because precisely from a request of the State because Ecuador fell into default (suspension of payments), of external debt, there was a need for resources and “those resources were taken from the social security of the National Police. Before the commission, he said that he currently lives in the United States and performs advisory work on citizen security to Central American countries, but clarified that he does not have an effective collaboration agreement with the United States on the Isspol case.
