Through their actions of macabre violence against any person or civilian or military group, terrorists manage to instill fear in the minds of thousands or millions of citizens, causing paralysis of the social fabric. In our country, actions are constantly announced against citizens who employ, the army and the police who forge security, without the bodies of the Government, the Assembly and the judiciary not reacting effectively. When we accept bad news comes hope. President Guillermo Lasso appointed, this Wednesday, April 26, General (sp) Wagner Bravo as the new Secretary of State for Public Security and General (sp) Paco Moncay as his new Government Security Adviser.

The State Council for Public Security (Cosepe), the highest state body that advises and recommends public security policy and strategy, decided to: declare terrorism a threat to the integrity of the state, and will analyze the activities of organized armed groups (BOAS); therefore the actions of FF. AA. they would go to the internal defense level to neutralize or eliminate them.

The UN policy is Resolution 51/210 “Measures to Eliminate International Terrorism” and other instruments. Ecuador, in the COIP defines “art. 366.- Terrorism.- A person who, independently or by forming armed associations, provokes or maintains a state of terror in the population or part of it, through actions that endanger the life, physical integrity or freedom of a person (…), will be punished with a prison sentence of ten to thirteen years …”.

While proclaiming the policy of “firm hand” and “terrorism as a threat”, the BOAS did not stop and attacked two sailors: the captain of the Posorje-Guayaquil port, who was injured, and the master sergeant, who was killed. riddled with several bullets from the war rifles manned by the assassins.

Will they have clear orders to shoot to defend their lives and the lives of third parties? Will there be fear of facing criminal justice?

Cosepe: You must increase the power of the state; to give a clear policy that we all know that the military can fire the rifle, the symbol of the state’s monopoly on arms, to eliminate terrorists in action; and manage the economic resources needed to face this war.
