The Legislative Assembly of St. Petersburg has submitted to the State Duma a bill introducing fines of up to 500,000 rubles for advertising sexual services.
The deputies explain that in St. Petersburg advertisements with offers of sexual services appear on drainpipes, bus stops, poles, walls of houses, etc., which “distorts the appearance of the city”. Often, the offers of sexual services indicated in the advertisements are of a hidden nature: women’s names and phone numbers are indicated on multi-colored leaflets, offers of “rest” are indicated in the explanatory note.
The Code of Administrative Offenses of the Russian Federation (CAO) is proposed to be supplemented with Article 14.32 (“Advertising of sexual services”). According to it, it is proposed to introduce a fine for citizens in the amount of 25 thousand to 50 thousand rubles. A fine of 50,000 to 100,000 rubles has been proposed for officials, and from 100,000 to 500,000 rubles for legal entities.
The bill received a negative response from the government of the Russian Federation. The text notes that the Code of Administrative Offenses of the Russian Federation establishes administrative liability for violation of the norms and rules provided for by federal laws and other regulatory legal acts of the Russian Federation. Therefore, the establishment of administrative responsibility seems premature.
