The Ministry of Digital Development will present a draft on the legalization of the use of foreign software by the end of April

By the end of April, the Ministry of Digital Development plans to submit proposals for the legalization of the use of software from unfriendly countries, the copyright holders of which have left the Russian Federation and which have no analogues in Russia. According to Interfax, this was announced by the head of the ministry Maksut Shadayev.

“We have already agreed on the main conditions. We hope that the corresponding document will appear in the public field by the end of April. Further it will be coordinated, but there will already be a clear path, ”Shadayev said at the annual meeting of the Domestic Software Association of Software Developers (ARPP).

According to him, it is planned that companies using foreign software will allocate funds to special accounts, this money will be used to provide collateral for preferential loans for Russian developers. Thus, according to Shadayev, foreign software will not be free for Russian companies, that is, “we do not cultivate the habit of not paying for software.”

The minister stressed that the legalization of the use of foreign software is a necessary measure for the time required for the emergence of competitive domestic analogues and the transition of Russian users to them.

Now the Ministry of Digital Development sees a “frightening” trend when Russian companies continue to use foreign software for free, and their motivation to switch to domestic solutions is reduced.

“The more time passes, the less motivation. Therefore, here we need to support this story all the time, ”said the head of the Ministry of Digital Development.

In addition, the ministry believes that if you do not respond to this situation and allow you to continue not to pay for foreign software, then “it will be very difficult to pay for Russian later.”
