The pre-contractual process that was carried out with the Franco-Colombian consortium that had been pre-selected to carry out the operations of the Quito Metro fell through. The call for companies that wish to apply was published again, with this it is expected to choose a new company that will take charge of the most expensive project in the history of the capital ($ 2,049 million).
The mayor, Santiago Guarderas, and the manager of the Metro, Efraín Bastidas, will offer a press conference this afternoon, at 4:00 p.m., at the Municipal Palace. Among the topics that will be reported will be on a protection action filed by one of the citizen oversight offices against the Quito Metro company.
However, in a preliminary way this newspaper was informed that the consortium of the companies Transdev and Metro Medellín would have presented an item that was not contemplated in the initial proposal, which was not accepted and with it the talks were cut short.
With this, the start of commercial operations, announced by Guarderas for mid-December, is at risk. For the officials of the Quito Metro, that date is still maintained, everything would depend on the award to the new company or the same consortium, in case it reappears in the call.
According to councilwoman Mónica Sandoval, the difference presented in the budget would mean an increase to the $160 million foreseen for the contracting for six years to a company that operates and transfers the knowledge.
David Dávalos, spokesman for the citizen oversight of the Quito Metro, pointed out that there is a series of confusions due to lack of transparency on the part of the municipal company.
“I think that politically it is possible that they start in December, but technically not. This project should come out with processes that provide security to passengers, punctuality of the model and effective cost, that will not be achieved in December”, he emphasized.
Regarding the protection action that they entered, he said that it coincides with this problem in the negotiations with the consortium that was expected to carry out the operations. “If they did not want to give us information, now give it to a judge. What is going to happen is that, if they accept this request, this man (Metro manager) is going to have to go to his house and the process returns to zero, ”argued Dávalos.
From the municipal company they have not issued more pronouncements, the declarations of the authorities are awaited. (YO)
