The Federation of Independent Trade Unions of Russia proposed to introduce a number of amendments to the draft law “On Employment of the Population”, which is being prepared for the second reading. According to Vedomosti, in a relevant document, the FNPR proposes to give unemployed citizens who have no more than five years left before retirement the opportunity to retire early if the employment service does not provide them with a job within a year.

In addition, they proposed to introduce the concepts of “partially unemployed” and “partially employed” into the bill.

According to the document, “part-time employment” can be considered a situation where a citizen is hired under an employment contract, but by agreement with the management, his working hours are less than the norm, and the amount of wages depends on output or hours worked.

If the employee’s work time is forced to decrease due to external reasons, then we are already talking about “partial unemployment”.

According to the FNPR, the new version of the bill should clarify the criteria for employment, as well as identify the requirements for the work offered by the employment service.

For Russians who have completed military service by mobilization or contract, the federation of trade unions proposes to pay the maximum amount of benefits during the entire period of unemployment.
