At the same time, the speaker of the Federation Council, Valentina Matviyenko, noted that the law caused a large number of “stormy” comments and “unhealthy rush statements” on the Internet due to a flaw on the part of legislators in explaining it. According to her, the legislators “failed before the adoption of this law to ensure that citizens were properly informed about the content of this law.” “I carefully looked through the entire Internet and considered it necessary to give comments too,” Matvienko added.
Recall that on the eve of the State Duma immediately adopted the law in the second and third readings. According to the amendments, summonses will be sent in writing and duplicated in electronic form. They will be deemed to have been served seven days after the date of placement in the relevant register. Those liable for military service will be prohibited from leaving Russia from the moment when the summons is considered received. For those who do not appear at the military registration and enlistment office within 20 days from the date indicated in it, restrictions are provided.
