The State Duma adopted in the third reading a bill to limit the sale of vapes in Russia. It is reported by Interfax.
“The bill proposes to establish: a ban on retail trade in devices for the consumption of nicotine-containing products (UPNP) and components for them at fairs, exhibitions, through delivery and peddling, remote sales, as well as using vending machines, in order to eliminate the possibility of ordering and assembling the device UPNP from constituent components, ”the explanatory note to the bill says.
In addition, the document provides for a ban on the release into circulation of nicotine-containing products with the addition of flavors and additives that increase nicotine addiction, in order to reduce the attractiveness of these products for minors.
It is also prohibited to apply discounts on UENP, open display and demonstration of devices for the consumption of nicotine-containing products in a trading facility in order to limit children’s access to information about it.
It is envisaged to establish a minimum price for nicotine-containing products.
The authors of the document are a group of deputies, including State Duma Speaker Vyacheslav Volodin and leaders of all factions.
Electronic nicotine delivery systems are unsafe and addictive, especially in childhood, therefore, their state regulation must be strict in order to protect the life and health of minors from the consequences of consuming nicotine-containing products, the deputies believe.
The bill also proposes to amend the legislation providing for the adoption of measures to protect children from information that is harmful to their health, including from advertising devices for the consumption of nicotine-containing products.
As stated in the explanatory note, information products for children under the age of 12 that contain “an image, description or occasional mention of devices for the consumption of nicotine-containing products” are not allowed for circulation.
Amendments are being made to the Law “On Advertising” to prevent the demonstration of the processes of consumption of nicotine-containing products in advertising, including the use of special devices.
