Panic and a new wave of emigration due to the introduction of electronic subpoenas are “impossible,” since these measures are related to military registration, and not mobilization measures, said Russian presidential spokesman Dmitry Peskov.
According to RBC, Peskov said that after the announcement of a change in the rules for notifying recruits, according to which receiving an electronic summons will be equated with receiving a paper one, the authorities receive “a huge number of questions” and “are trying to solve all of them.”
According to the Kremlin spokesman, “on the whole, this work is absolutely necessary” because “it is necessary to improve and modernize the system of military records.” At the same time, when asked whether panic and a new wave of emigration are possible in connection with this, Peskov said: “No, absolutely. Because it is not connected with mobilization, it is connected with military registration. It needs to be understood, it needs to be explained. Military registration is something that the citizens of our country, according to the Constitution, constantly face, at least once during their lives.
In addition, the presidential spokesman said that the issue of resuming mobilization is currently not being discussed in the entourage of President Vladimir Putin. “As before, there wasn’t and isn’t,” Peskov answered the corresponding question.
In January 2023, a Kremlin spokesman said that conscription as part of partial mobilization had been stopped, but the presidential decree of September 21, 2022 continues to operate in terms of “performance of tasks by military personnel.”
