Electronic and paper summonses will have the same legal force. As RBC reports, Andrei Kartapolov, Chairman of the State Duma Committee on Defense, said this when commenting on the amendments made on the digitalization of military records.
“[Все повестки] will have exactly the same legal force. It doesn’t matter how you got this summons,” he said.
According to him, the Duma Committee on Defense proposes to keep the traditional methods of notification through paper subpoenas and through the employer. In addition, notification by registered mail and their duplication in electronic form will be introduced.
Those liable for military service will be able to receive electronic summonses through the State Services or at the MFC, the deputy said. “Very many operations will be performed remotely, including initial registration, deregistration and making changes to credentials. At the same time, the passage of the medical commission and professional selection will need to be carried out as a result of a personal appearance after receiving the summons, ”the deputy said.
The introduction of amendments to fix the electronic method of sending subpoenas in the legislation was announced by Viktor Sobolev, a member of the State Duma Defense Committee. The deputy stressed that the electronic distribution of agendas is “the imperative of the times”, since all services are now switching to digital mode. In addition, it will facilitate the work of military registration and enlistment offices, he said.
