The Municipality will carry out a study to determine the impact of the Quito Metro in Solanda

Delegates from various institutions defined new roadmaps with actions. Five destroyed homes will be declared of public utility.

Officials from fourteen entities of the Municipality of Quito reviewed the lines of work to address the sinking salary in Solanda, in the south of the capital. The meeting was held on the afternoon of November 17, reported the Metropolitan Metropolitan Public Company of Quito (EPMMQ), which summoned the institutions.

In the date authorities and delegates were present the secretariats of Security and Governance, Social Inclusion, Health, Territory, Habitat and Housing, and Communication; the Attorney General’s Office; Zonal Administration Eloy Alfaro; Land Registry Office; Metropolitan public companies for Mobility and Public Works (Epmmop), Drinking Water and Sanitation (Epmaps), Quito Cleaning (Emaseo) and the Metropolitan Control Agency (AMC).

Each one presented the progress of the activities that they are responsible for implementing. During the day new commitments were made requested by the Mayor’s Office to resolve the situation, says the official statement.

Silvana Lara, metropolitan director of Risk Management, explained that the work table was made to articulate institutional measures that will be executed in Solanda on several fronts: social, health, risk mitigation, intervention in affected homes.

Five properties that present high non-mitigable risk will be declared of public utility. In addition, a complementary study will be carried out to establish the actions to be followed with the other structural damages. At The study will determine the specific responsibility of the Quito Metro work in the sector, Lara explained.

In the meeting, roadmaps updated by each institution with the actions to be executed and the compliance schedule. The Quito Metro company will supervise, while the Eloy Alfaro Zonal Administration, in the south of the city, will be in charge of monitoring the implementation.

The inter-institutional commitments include the realization of continuous tours in Solanda, in order to identify urgent needs. Routine patching, sewer cleaning and control operations will also be intensified in the main streets of the Solanda sector.

Efraín Bastidas, general manager of the Quito Metro, said that in the new work plan, the periodic review of progress will be done in conjunction with the residents. “The central axis is attention to mitigate risks and provide solutions to the citizens of Solanda. (The company) Metro is acting as a coordinator, under the leadership of the Secretariat for Safety and Risks. This is a direct request from the mayor (Santiago Guarderas), who has required that all municipal secretaries, as well as all managers of public companies participate directly and permanently in these working groups, ”Bastidas described.

The reduction of personnel in the Quito Metro began

According to a consultancy hired by the company Metro de Quito, to assess the damage in 276 houses affected, in Solanda there are 43 houses with total loss and 233 have damages of less than 70% of their infrastructure.

The affected residents maintain that the walls of the houses began to break and unlevel since 2017, when the construction of a Metro station began.

Previous studies determined how possible causes of the problem poor soil quality, high water table, sewerage problems, anti-technical construction practices, among others. (I)
