Washington drew conclusions after the withdrawal of troops from Afghanistan in 2021 and, based on this, changed its strategies in other conflicts, the White House said in a related report. The US administration emphasizes that “low-probability, high-risk scenarios” need to be planned “in advance and comprehensively,” reports Bloomberg.
A Department of Defense and State Department assessment report on the withdrawal of troops argues that the planning of the process had flaws, including those related to the actions of former President Donald Trump. The withdrawal of troops took place already under the current head of state, Joe Biden.
“President Biden’s choice of how to proceed with the withdrawal of troops from Afghanistan was severely limited by the conditions created by his predecessor,” the document says. In particular, the Trump administration “has presented no plans on how to conduct a final withdrawal or evacuate Americans or Afghan allies.”
According to Bloomberg, among Trump’s mistakes are his decisions to reduce the number of troops, release imprisoned members of the Taliban group (recognized as terrorist in the Russian Federation and banned) and reduce the staff of the State Department, as well as stop issuing visas for Afghans who worked for the American government.
Based on the findings, the US will now prioritize an earlier evacuation if it sees a deterioration in security, and will also assess the readiness of local troops for combat in the event of a withdrawal of American forces, the document says.
