The head of Chuvashia, Oleg Nikolaev, proposed providing for conscripts from among graduates of institutions of secondary vocational and higher education the possibility of alternative service at enterprises of the military-industrial complex (MIC) for at least five years. According to RBC, he stated this following the April 4 meeting of the State Council of Russia.
According to him, today “especially acute” is the issue of providing personnel for backbone enterprises, as well as enterprises of the military-industrial complex of the Chuvash Republic. Nikolaev noted that in 2022 the number of defense industry enterprises in the republic increased from 7 to 47, almost 26 thousand people work there. The current staffing requirement is 1,772 people, of which 1,369 are job vacancies, the head of the region added.
He also proposed to equate the work of graduate conscripts at such enterprises in their specialty with alternative service with a term of work of at least five years, and also to provide a three-year deferment to conscript graduates at defense industry enterprises. “Both options are economically beneficial for the economy of both the region and the country as a whole, since graduates become professionals either in special equipment or by profession. In addition, in the event of being drafted into the ranks of the Armed Forces of the Russian Federation, these young people will be able to be technically competent specialists, ”the head of Chuvashia emphasized.
According to Art. 22 of the Law “On Military Duty”, male citizens aged 18 to 27 years old, registered or not, but obliged to be registered and not in reserve, are subject to military service. The conscription of citizens for military service is carried out on the basis of decrees of the President of the Russian Federation.
In March, a bill was submitted to the State Duma on a phased increase in the military age in Russia: the lower bar – from 18 to 21 years, the upper one – from 27 to 30 years. The lower bar will increase gradually: to 19 years from January 1, 2024, to 20 years from January 1, 2025, and to 21 years from January 1, 2026. The upper limit of the draft age is proposed to be raised to 30 years immediately – from January 1, 2024. The bill has not yet been considered, for the spring draft, in which it is planned to call up 147 thousand people, the slats remained unchanged.
At the same time, every citizen of Russia, in the event that military service is contrary to his beliefs or religion, has the right to replace it with alternative civilian service. In March, the Ministry of Labor approved a list of 149 professions for alternative service, of which 64 are working professions, and 65 are civil servants. Among them: a conductor, an elevator operator, a reindeer herder, a watchman, a tractor driver, a ballet dancer, etc.
