Amendment to the law on changing the boundaries of cultural heritage sites put on hold the demolition of hundreds of residential buildings in Narva Zastava

In the St. Petersburg quarter “Narvskaya Zastava” in the Kirovsky district, 97 buildings may be demolished as part of the renovation program. However, they will do this not earlier than 2029 and only if the renovation program is extended. The future of the quarter was discussed by experts at the round table “Narva Zastava: How to Preserve the Garden City of St. Petersburg?” at the media center “On the Field of Mars”

According to the deputy of the City Legislative Assembly Marina Shishkina, city defenders, deputies, residents and representatives of Smolny have 6.5 years to discuss this issue.

“In Narva Zastava, a historical and cultural examination was made, which decided that some of the houses should remain as they are. This means that the Ministry of Culture allows only 97 buildings out of 167 to be demolished – the rest will be reconstructed while maintaining the original appearance of the facade and the number of floors, ”specified Viktor Vedekhin, Director for Development and Improvement of Housing Conditions at SPb Renovation LLC

Under the demolition, Vedekhin explained, only those buildings that are in a deplorable state – with rotten wooden floors and crumbling plaster – will go. Solid houses with reinforced concrete structures, according to him, will not be touched.

He also noted that in the district, according to the regulations, it is impossible to build houses higher than 40 meters, which is approximately 13 floors or less, given the wishes of some owners to keep three-meter ceilings. Representatives of the company assure that there will be no “humans” on the territory as a result of renovation.

Recall that the amendments banning the demolition of houses in Narva Zastava until 2029 were approved at a meeting of the Legislative Assembly of St. Petersburg in the second reading on March 15, 2023. Representatives of Yabloko in parliament proposed to completely remove the quarter from the document, as some residents of Narva Zastava demand, but their proposal was not approved.
