The Legislative Assembly of St. Petersburg rejected amendments to the draft law on grants of St. Petersburg for social advertising, excluding opposition to “destructive ideology” from the subject of such advertising.

According to the draft law, the money is planned to be used to popularize science, protect historical truth, “preserve and strengthen traditional Russian spiritual and moral values” and counteract the spread of “destructive ideology in the information space.”

The faction “A Just Russia – For Truth” in the amendments proposed to issue grants for the popularization of science, and rewrite other points. In particular, the party believes that the money should be directed to social advertising to strengthen civic unity, “all-Russian civic identity and Russian identity, interethnic and interreligious harmony based on the unifying role of traditional values.” Items were also proposed on the preservation and promotion of traditional family values, the preservation of historical memory and the popularization of cultural heritage sites of the peoples of Russia to foster respect and love for the Fatherland.

With another amendment, the deputies from the SRZP proposed to delete the paragraph on counteracting the spread of “destructive ideology in the information space” and the words “counteraction to the falsification of history.” In the third amendment, the faction left only grants for social advertising to preserve traditional values and popularize science.

According to ZAKS.ru, Mikhail Amosov, deputy of the SRZP faction, explained that their amendments propose the exclusion of the negative part: countering risks, countering the falsification of history, and more. The faction’s position is that social advertising should promote values and carry positive content, Amosov noted.

The author of the document, a deputy from United Russia, Vsevolod Belikov, spoke out against the proposal of A Just Russia. He stated that there were no “gags” in the document – only what was in the presidential decree.

MP from SRZP Marina Shishkina, commenting on the decision of the parliament, noted that the wording proposed by the bill decides to make destructive ideology one of the main areas of social advertising and threaten consequences for its support.

“This does not apply to advertising or social practice. Especially with such a rather frivolous explanation, which was indicated by the authors of the bill: “Destructive ideology … is understood as an ideological and psychological impact on citizens, which leads to the planting of a system of ideas and values u200bu200bthat is alien to the Russian people and destructive for Russian society,” Marina Shishkina emphasized, pointing out that the faction will not vote for this draft in the third reading.
