The ex-head of the Main Directorate of the Ministry of Emergency Situations of Russia for the Kemerovo Region, Alexander Mamontov, who is accused in the case of a fire in the Zimnyaya Cherry shopping center, pleaded not guilty to negligence that led to the death of people. According to the person involved in the case, his authority did not include the organization of control and supervision activities and the conduct of inspections of compliance with fire safety requirements in the Winter Cherry. Mamontov stated that he did not violate the requirements of the law.
He also pointed out that none of the provisions of the legislation imposes on him obligations, the failure to fulfill which he is charged with.
Recall that the former head of the Main Directorate of the Ministry of Emergency Situations is under part 3 of Art. 293 of the Criminal Code. He also refused to plead guilty to embezzlement.
According to the investigation, Mamontov and the former chief state inspector for fire supervision of Kemerovo, Grigory Terentyev, knew about violations of fire safety in the shopping center, but did not organize an inspection of the building. Terentiev did not plead guilty to negligence and stated that all checks were carried out in accordance with the law. He also denied allegations of fraud.
Recall that the fire in the “Winter Cherry”, which claimed the lives of 60 people, occurred on March 25, 2018. It started on the top floor where the cinema halls were located. More than 70 people were injured. According to investigators, on the day of the tragedy, the fire alarm system did not work in the shopping center, and the guard on duty turned off the fire safety system. The emergency exits from the shopping center were locked.
