The directive of the General Staff of the Russian Armed Forces on the postponement of mobilization for fathers of three or more children is advisory in nature. This was announced by the head of the main organizational and mobilization department of the General Staff Yevgeny Burdinsky. Nina Ostanina, head of the Duma Committee on Family, Women and Children, published his response on her Telegram channel.

The document states that the relevant instructions have not ceased their operation. At the same time, they are of a “recommendatory nature” for draft commissions for mobilization.
Ostanina said that she explained the “leapfrog” in the regions, where the directive was interpreted differently. True, the parliamentarian added, it is not clear how instructions in the military department can be advisory.
“They are instructions, after all, not recommendations,” Ostanina added.
Meanwhile, in accordance with the current legislation, fathers of four or more dependent children have the right to defer mobilization. Earlier, the State Duma was unable to adopt amendments to extend the deferment to the fathers of three children.
