The designer and blogger Rada Russkikh, who bought Messmacher’s “Yellow Dacha” in Shuvalovsky Park in 2020, criticized the regulations regarding architectural monuments.
She complained that because of the bureaucracy she could not dispose of the property at her own discretion.
The business woman had to complete the priority emergency response work by the end of July 2022. However, the visiting commission saw that the condition of the building had noticeably deteriorated. In March 2023, a court ordered the Russians to restore the mansion within a year, under threat of fines. According to the owner, the reason for the delay is the difficulty of coordinating any actions with the monument.
“Until the summer, we will not start conservation work, because the coordination with KGIOP, the approval of each type of paper is from 1.5 to 2-3 months each stage. For 2 or 3 years, we only came to the fact that we were allowed to start design work, ”the Russian Rada said in an interview with 78.RU.
The owner of the dacha also commented on the appearance of an iron door at the facility, which was installed by the Public Council of Shuvalovsky Park in order to save the house from intruders and fires. Russkikh stated that she did not know who had installed the door; in the future, it would be dismantled during the work.
The blogger called the activists “a pack of rogues and idle talkers”: “The only thing they can do is be dissatisfied with what I do, a philanthropist with a huge fortune and excellent taste in architecture.”
