The importance of planning lies in the fact that it is experimentally proven on real case studies, which increases the probability of successful completion of the process by 90%, be it technical, administrative, financial or any other. This small but important concept involves the detailed organization of sub-processes and other components of the work plan. The fundamental axis of the organization is to know how to select the staff and give them enough time to implement the planning that has been proposed. When selecting the people who will work on the project, their aptitudes are evaluated, but above all their ability to be able to provide an adequate follow-up and fulfill the set goals and indicators. An execution schedule is then proposed and, giving an example, an evaluation of the objectives can be carried out every three months in order to take appropriate actions and correct deviations.

If we transfer that theory to the national government, we can analyze that multiple changes of government is not the right way.
