Petersburg city defenders, after receiving the results of the examination of the Investigative Committee of the Russian Federation, expressed confidence that Basevich’s house could still be restored. The conclusion of the experts was presented on Friday at a press conference in the media center “On the Field of Mars” on the basis of the City Protection Press Center.
Urban activist Oleg Mukhin, who is one of the plaintiffs in the lawsuit to protect the building, explained that the expertise was requested as part of a lawsuit challenging permission to build an apartment complex for the Boris Eifman Theater, and the Kuibyshev court granted this request. The study was conducted by the FGKU “Forensic Expert Center of the Investigative Committee of the Russian Federation”.
According to the conclusion, the percentage of damage is for foundations – at least 41%, for walls – at least 47%, for partitions – at least 80%, for floors with concrete filling along metal beams – at least 60%, for floors with wooden filling – not less than 80%. The roof has 95% damage, the roof – 95%, window and door openings – 80% each, stairs – at least 65%.
The authors believe that it is possible to partially reconstruct (restore) the structures of this building without demolition (dismantling, dismantling) of its structures in terms of foundation and wall structures, with the exception of emergency wall sections on the last floors of the building and ceilings with concrete filling along metal beams. Complete reconstruction (restoration) with dismantling is required for partitions, ceilings with wooden filling along metal and wooden beams, roofing, roofing, filling window and door openings, stairs.
The former deputy head of the city branch of the All-Russian Society for the Protection of Historical and Cultural Monuments, city defender Alexander Kononov noted the negative impact of removing the roof of the building, as a result of which the wooden structures were flooded with rain. He noticed that according to the shooting at the time when the house was still in the Youth – Affordable Housing program, the roof was 90% intact. The city defender expressed confidence that the roof was deliberately dismantled.
In mid-October last year, the Investigative Committee recognized the House of Basevich on Bolshaya Pushkarskaya, 7 as material evidence in a criminal case, in which the chairman of the KGIOP Sergey Makarov was charged. In mid-December, this status was removed.
